2016 Tsinghua University Institute for Quality and Reliability Annual Meeting held 2016.05.18

The Annual Meeting of the Institute for Quality and Reliability, Tsinghua University, was held at the Main Building of Tsinghua University on May 14, 2016.  The Institute for Quality and Reliability was established by Tsinghua University and General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) of the PRC. It was settled in the Department of Industrial Engineering, aiming to promote theoretical research, practical applications and talent development regarding quality and reliability. Prof. Way Kuo, President of City University of Hong Kong, a member of the US National Academy of Engineering, and a famous expert in reliability, acted as the honorary chairman of the organizing committee. Department Council Chairman Prof. Zhizhong Li, Vice Department Head Prof. Kaibo Wang, and Dr. Min Xie, Chair Professor of Industrial Engineering, City University of Hong Kong were board members of this annual meeting. Nearly 160 representatives from about 60 domestic universities and companies attended this annual meeting.

This meeting focused on the topic of “High-technology Safety and Reliability”. Eight experts gave keynote presentations, and two high-level discussions and a salon were organized during the meeting.  At the beginning, Prof. Li Zheng, Vice Provost and Dean of Studies of Tsinghua University, held the opening ceremony and gave opening remarks.  Then, Prof. Zuojun Shen, Head of the Department of Industrial Engineering of Tsinghua University, presented the background and history of the establishment of the Institute for Quality and Reliability. Prof. Shen also talked about the need of research and practice in reliability in green energy and high-speed railway, both were parts of the national “Going Out” strategies for development. Besides, he agreed and proposed that the institute should be an open platform to connect academic research and industrial applications to improve national quality.

President Way Kuo gave a presentation on the evaluation of system reliability in a humorous and interesting style. He emphasized three principles of reliability: simplicity, component replacement, and reliability of single parts. In addition, Prof. Kuo took the leak at Japan's fukushima nuclear plant in 2011 for an example to explain courses for accidents. Moreover, he suggested that the high-speed railways should be as reliable and safe as nuclear plants with high configuration. No matter green energy or high-speed rail, people can get real benefits only when the reliability and safety were guaranteed.

Prof. Qin Zhang, vice president and executive secretary of China Association for Science and Technology, reported the application of dynamic uncertain causality graph to huge complex system diagnosis and safety evaluation, with demos of his research outcome, an “Intelligent Expert System for Nuclear Plant Safe Operation”. This system could increase safety and reliability of nuclear plants via real-time monitoring, precise alarm, root cause diagnosis, problem forecasting, and action implementation.

Prof. Enrico Zio from Politecnico di Milano, director of the Chair in Complex Systems and the Energetic Challenge of the European Foundation for New Energy of Electricite’ de France (EDF) at Ecole Centrale Paris and Supelec, gave a lecture titled “Some Challenges and Opportunities in Reliability Engineering”. Prof. Zio pointed out: modern society is becoming more and more complex, so reliability engineering needs to be advanced as well; good reliability engineering combines knowledge, information and data. He also described how to use Prognostics and Health Management (PHM) system to predict failures effectively and precisely, and to decrease the downtime.

Mr. Shujun Yuan, Director of Safety from China General Nuclear Power Group, gave a speech titled “Reliability Issues in Clean Energy”. In the speech, Mr. Yuan shared his company experience of how to improve the reliability assurance in nuclear powers from the four aspects: design reliability, equipment reliability, human-factor failure avoidance, quality assurance.

After the invited keynote speeches in the morning, Prof. Qin Zhang held the panel discussion. Prof. Jiejuan Dong, from the Institute Of Nuclear and New Energy Technology of Tsinghua University, Prof. Zhizhong Li, all guest speakers, together with other representatives, had interactive discussions about key issues on nuclear power safety and reliability.

At the noon, Vice President of Tsinghua University, Prof. Zheng You, met with guest speakers and had a brief talk.

 

Prof. Mingjian Zuo, from Canada’s University of Alberta, started a seminar on the theme of high-speed rail in the afternoon. Prof. Zuo introduced his work on electric train diagnosis, which may have potential applications in a high-speed railway system, and discussed solutions and cases on system accident diagnosis, system modeling and remaining life prediction under the framework of accident prediction and health management system.

Dr. Fengbin Sun, reported reliability engineering practices in high-tech industries. He is a senior director of Reliability Engineering at Tesla Motors and a technical leader in charge of manufacturing reliability. Dr. Sun listed crucial factors for success and emphasized the importance of effective execution of multi-functional system engineering, quality and reliability analysis and control measures, to achieve world-class quality and reliability.

Mr. Lanhua Chen, previous deputy director for the National Railway Administration of PRC, advisory committee member of the Department of Industrial Engineering of Tsinghua University, presented “The Development and Outlook of China’s High-speed Railway”. His lecture included three aspects: the history of high-speed railway development, key technologies, and operational safety management and practice. Besides, Mr. Chen shared his deep analysis of the safety and reliability of key subsystems of China high-speed railway.

Mr. Baowen Yuan, Chairman of China Railway Signal & Communication Corp.(CRSC), took the example of the 7·23 severe train accident on the Yong-Wen line. While introducing the accident background and severity, he stressed the importance of high awareness of quality and safety to every worker. After the 7·23 accident, CRSC employed international standards to control quality and guarantee reliability, from production processes to management system.

Following the afternoon lectures, Prof. Min Xie held the panel discussion on high-speed rail reliability. Guest speakers and representatives actively interacted with each other about the development challenges of the national high-speed railway system.

In the evening, representatives communicated further through salon activities.

This annual meeting has promoted the communication on reliability research and practice in high impact industries. Most representatives highly appraised this meeting, and look forward to the next one.
