Where service quality is to be maintained from a limited budget, understanding of the quality loss implications of short staffing is essential. For elaborate financial control on staffing decisions, one needs to quantify the virtual cost of the incidental quality loss that a given workload and staffing level entail. We develop a quantitative methodology that uses a quality loss function to support staffing decisions. The quality loss function development is presented with the help of previously collected data on the nursing service of an adolescent mental health unit, with which we test commonly used hypotheses on the quality loss function, as well.We also illustrate how the loss function can be used in a computational optimization model for dynamic budget allocation. Our model allocates the budget to three types of nursing care capacities: permanent nurses, temporary nurses and overtime. The decisions are optimized with respect to nursing care shortage and a soft-constraint on the annual budget. Our main contribution is that our methodology creates a synthesis of the literature on quality and workload measurement and that on operations research techniques for staffing decisions.

Furthermore, we recognize the importance of quality data for staffing decisions, and give guidelines for its collection and practical use.A few slides point at the highlights of my dissertation in the end of the presentation.

报告人简介:

Gergely Mincsovics graduated from the Eotvos Lorand Science University,Budapest, Hungary, as a software designer/mathematician MSc, having specializations in mathematical modeling, optimization, statistics and database management. In parallel, he has gained four years of teaching experience via giving instructions and serving as a teaching assistant at the same university. Thereafter, he started a PhD project in 2004 at the Technical University of Eindhoven, in The Netherlands, under the supervision of dr.ir. N.P. Dellaert, prof.dr.ir. J.W.M. Bertrand, and prof.dr.ir. J. van der Wal. He has forthcoming publications in the European Journal of OR, in the IIE Transactions, and in the Annals of OR. His dissertation on the role and use of contingent capacity in production-to-stock, production-to-order and service capacity planning environments has been completed and defended recently. Additionally, he is actively involved in nursing service capacity planning and budgeting issues, which do not form part of his dissertation. Furthermore, he has interest in stochastic dynamic models for capacity/inventory management and budgeting, in general. Currently, he is a guest researcher of the Technical University of Eindhoven, The Netherlands.
