[Title] Fangcang shelter hospitals: a novel concept for responding to public health emergencies

[Abstract] Fangcang shelter hospitals are a novel public health concept. They were implemented for the first time in China in February, 2020, to tackle the coronavirus disease 2019 (COVID-19) outbreak. The Fangcang shelter hospitals in China were large-scale, temporary hospitals, rapidly built by converting existing public venues, such as stadiums and exhibition centres, into health-care facilities. They served to isolate patients with mild to moderate COVID-19 from their families and communities, while providing medical care, disease monitoring, food, shelter, and social activities. We document the development of Fangcang shelter hospitals during the COVID-19 outbreak in China and explain their three key characteristics (rapid construction, massive scale, and low cost) and five essential functions (isolation, triage, basic medical care, frequent monitoring and rapid referral, and essential living and social engagement). Fangcang shelter hospitals could be powerful components of national responses to the COVID-19 pandemic, as well as future epidemics and public health emergencies.

[Bio] Dr. Simiao Chen is the Head of Research Unit (Assistant Professor) for Health and Population Economics at Heidelberg Institute of Global Health, Heidelberg Medical School, Heidelberg University in Germany, and a Visiting Professor at Chinese Academy of Medical Sciences & Peking Union Medical College in China. Her primary areas of research include population health, health economics, aging, health system, and health policy, mainly focusing on the public health emergency response policies, the interrelations between health status and economic growth, the impact of policies on health and economic development, as well as social determinants of health. She has published more than twenty articles, about half of which have been published in top medical journals such as the Lancet, BMJ as well as in Health Affairs, which is the leading journal of health policy, as first or corresponding author. Her work has generated substantial impact in the academic field. She has been invited to write an opinion article by BMJ, to contribute a book chapter by VOX EU. Her work has been massively reported by hundreds of media outlets and twittered thousands of times, affecting millions of followers globally. Simiao was also a consultant for the World Bank, Pan American Health Organization, and Population Council in Pakistan. She received her bachelor degree in industrial engineering from Tsinghua University, master degree in management science from Columbia University, and doctorate in population health economics from Harvard University.
